What the award covers

Sciences Po states that the master’s Boutmy scholarship provides a €18,500 exemption from tuition fees for each year of a two-year master’s programme. This is a tuition award; the official award page does not promise a living allowance, travel, housing, visa costs or a cash payment. It should not be described as a fully funded scholarship. The award can be lost if a recipient does not validate the academic year or defers admission. Sciences Po says it cannot be combined with other scholarships awarded by Sciences Po and its partners, although external scholarships may be compatible under its rules.

Who is eligible?

  • Be a first-time applicant to Sciences Po from a country outside the European Union and have a household that does not file taxes in the EU.
  • Apply to and gain admission to an eligible two-year Sciences Po master’s programme using the appropriate admissions procedure. The international graduate route is for candidates with a non-French undergraduate degree or equivalent 180 ECTS, whether earned in France or abroad.
  • Meet the chosen course’s academic and language requirements. These differ by programme.
  • Request Boutmy during the admission application, before the scholarship deadline.

Sciences Po excludes applicants with an EU nationality among dual citizenships, Swiss and Norwegian applicants, Quebec applicants at master’s level, one-year master’s and PhD applicants, exchange students, and candidates using the French graduate admission procedure. Most master’s dual degrees and the specified journalism programmes are also excluded; the official scholarship page lists narrow dual-degree exceptions. Check that list before applying.

Documents and language tests

Prepare a passport, national ID or residence permit; a CV; full higher-education transcripts; the qualifying diploma if already obtained; academic grade-average evidence; a motivation letter in the language required by the programme; and two academic references. Add any required language results and course-specific material, such as a GRE or GMAT result, when your programme requests them. Sciences Po requires relevant uploads as readable PDFs under 2 MB and translations into English or French, as appropriate, alongside originals if documents are in another language. The programme may require additional documents.

Language proof is programme-specific, so there is no universal IELTS or TOEFL score for this scholarship. When required, results must be included before the deadline. Sciences Po permits documented exemptions in defined situations, such as two consecutive years in a degree programme taught entirely in the relevant language. For 2027 admission, most language tests must have been taken on or after 1 January 2025; some listed certificates have lifetime validity.

  • The €37,000 figure is the arithmetic sum of the two €18,500 tuition exemptions; it is not a cash stipend.
  • Applications with missing references or required language proof are incomplete. Sciences Po does not accept new materials after submission unless its admissions office asks for them.
  • The scholarship selection is tied to admission and merit. Admission alone does not guarantee the award.
  • Applicants from countries using the Campus France CEF procedure still apply to Sciences Po through its own admissions portal for this route.
