Applications are open for the 2027–2029 Mundus MAPP cohort. Outstanding applicants from both EU and non-EU countries can compete for an Erasmus Mundus Joint Master scholarship worth €1,400 per month for up to 24 months, together with a full tuition-fee waiver. Mundus MAPP is a two-year international Master’s in Public Policy delivered through a consortium led by Central European University in Vienna with partner institutions in The Hague, Barcelona and York.
What Is Mundus MAPP?
Mundus MAPP is the Erasmus Mundus Master’s Programme in Public Policy, a two-year transnational joint master’s degree designed to prepare graduates for careers in public policy, international organisations, government, civil society, research and related fields.
The consortium includes Central European University Private University (CEU PU) in Vienna, the International Institute of Social Studies of Erasmus University Rotterdam (ISS) in The Hague, the Institut Barcelona d’Estudis Internacionals (IBEI) in Barcelona and the University of York in the United Kingdom. Students complete compulsory physical mobility across two countries.
Erasmus Mundus Scholarship Benefits

Application fee: Mundus MAPP applicants do not pay the CEU application fee unless they also apply for other CEU programmes.
Who Can Apply?
- Mundus MAPP is open to EU and third-country nationals.
- Applicants need a recognised Bachelor’s degree of at least three years.
- The programme normally requires at least an Upper Second / 2.1 standard and a GPA of 3.17/4.0 or equivalent.
- Applicants from social sciences or equivalent backgrounds are generally preferred.
- Bachelor’s degrees in Natural Sciences or Engineering are not eligible under the published admission rules.
- Work experience is not required, although relevant experience may strengthen an application.
- Applicants must satisfy the mobility rule: the two compulsory study countries in the selected track must differ from the applicant’s country of residence at application/enrolment.
English-Language Requirements
Applicants who are not covered by an official exemption must submit one of the accepted tests. Current minimums include TOEFL iBT 95, IELTS Academic 7.0, PTE Academic 76, Duolingo English Test 130, Cambridge C1 Advanced or Cambridge C2 Proficiency. Some applicants may qualify for an exemption based on nationality and previous English-medium study.
Four Study & Mobility Tracks
- CEU–IBEI: Global Public Policy — Year 1 in Vienna, Year 2 in Barcelona.
- CEU–York: European Public Policy — Year 1 in Vienna, Year 2 in York.
- ISS–IBEI: Political Economy and Development — Year 1 in The Hague, Year 2 in Barcelona.
- ISS–York: Governance and Development — Year 1 in The Hague, Year 2 in York.
Applicants apply to one mobility track through the central CEU application system.
Required Application Documents
- Completed online application form for the selected mobility track.
- Official Bachelor’s transcript and degree certificate, with official English translations where required.
- Applicants still completing their first degree may submit an interim transcript and enrolment/expected-graduation documentation under the published rules.
- Full CV or résumé.
- Statement of purpose of no more than 500 words, explaining motivation, research interests, relevant experience, career plans and selected track.

- Two confidential recommendation letters; the referees receive upload links after the application is submitted.
Recommendation letters are due within 7 days after the applicant submits the application. Applicants should submit early enough to give referees sufficient time.

Erasmus Mundus scholarships are limited and awarded to the highest-ranked applicants on academic merit. The consortium explicitly advises applicants to consider external funding because only a small number of top candidates receive an EMJM scholarship.
