About Stipendium Hungaricum

The Stipendium Hungaricum Scholarship Programme was established by the Hungarian Government to attract talented international students to Hungarian higher education. The programme is overseen by Hungary’s Ministry of Foreign Affairs and Trade and administered by the Tempus Public Foundation.

The programme operates through bilateral educational cooperation agreements between Hungary and its Sending Partners. More than 100 partner countries and territories currently participate, but available study levels and fields differ by partner.

Latest confirmed cycle: the 2026–2027 call covered Bachelor’s, Master’s, one-tier Master’s, non-degree and doctoral programmes. The official online system opened in November 2025 and the main deadline was 15 January 2026 at 14:00 CET. These dates are useful only as a planning reference; they are not the 2027–2028 deadline.

What Does the Scholarship Cover?

Under the current official programme provisions, scholarship holders receive the following support:

  • Tuition-free education for the duration of the scholarship.
  • Bachelor’s, Master’s and one-tier Master’s stipend: HUF 43,700 per month, paid for 12 months each year until completion of studies.
  • PhD stipend: HUF 140,000 per month during the first four semesters and HUF 180,000 per month during the second four semesters, subject to the rules in force.
  • Accommodation: a free dormitory place, subject to institutional capacity, or a HUF 40,000 monthly accommodation contribution.
  • Medical insurance: access to health-care services under Hungarian legislation plus supplementary medical insurance up to the amount specified by the programme rules.
Important: Stipendium Hungaricum explicitly states that the stipend and accommodation contribution are contributions toward living costs and may not cover every expense, particularly private rental costs in Budapest and other large cities. International airfare is not listed as a standard benefit of the main scholarship.

Study Levels Covered

Bachelor’s Degree

Full-degree BA/BSc programmes are available in eligible fields determined by each Sending Partner agreement. Applicants normally need a completed upper-secondary qualification by the required enrolment date.

Master’s Degree

Eligible applicants with a completed Bachelor’s degree may apply for participating MA/MSc programmes offered for their country or Sending Partner.

One-Tier Master’s

Hungary also offers integrated one-tier Master’s programmes in selected fields. Availability depends on the applicant’s partner country and the annual call.

PhD

Doctoral applicants apply to participating Hungarian doctoral schools. Depending on the chosen doctoral school, a prospective supervisor may be required. The latest programme rules distinguish doctoral funding between the first and second phases of the four-year doctoral cycle.

General Eligibility Principles

  • You must be eligible under a current Sending Partner agreement or another pathway explicitly listed in the annual call.
  • You may apply only for scholarship types and study fields available for your citizenship or partner.
  • You must satisfy the academic entry requirements of the chosen Hungarian university and programme.
  • You must meet the language requirement of the selected study programme.
  • The latest Bachelor’s/Master’s call generally excludes applicants who would still be under 18 by the programme’s specified reference date, with limited exceptions such as certain dance programmes.
  • Previous Stipendium Hungaricum scholarship holders and students already studying in Hungary are subject to additional eligibility restrictions that depend on their previous scholarship status and study level.

Stipendium Hungaricum is not a single worldwide open-call scholarship with identical options for every nationality. Eligibility is based on Hungary’s active educational cooperation agreements with Sending Partners.

The official partner database currently includes more than 100 Sending Partners across five continents. Each partner page specifies which of the following may be available:

  • Full-degree Bachelor’s study.
  • Full-degree Master’s study.
  • One-tier Master’s study.
  • Full-degree doctoral study.
  • Partial/exchange study, where applicable.
  • The eligible academic fields for that partner.

Typical Application Documents

The exact 2027–2028 checklist must be taken from the new official call. Based on the latest official application guide and checklist, applicants should be prepared for documents such as:

  • Completed online application form.
  • Motivation letter.
  • Proof of language proficiency and translation where required.
  • School certificates or degree certificates and translations.
  • Academic transcripts and translations.
  • National ID and/or valid passport copy.
  • Acceptance of the official Statement for Application.
  • For doctoral applicants: research plan and other doctoral-specific documents.
  • Recommendation letter and/or supervisor statement where required by the doctoral school.

Specific programmes may also require entrance examinations, portfolios, medical documentation, or additional institutional documents.

How to Apply When the 2027–2028 Call Opens

  1. Open the official Stipendium Hungaricum website and read the new 2027–2028 Call for Applications.
  2. Check your citizenship in the Sending Partners database and confirm which study levels and fields are available to you.
  3. Choose up to the number of study programmes allowed in the new call. In the latest cycle, applicants could select up to two choices.
  4. Contact your Sending Partner because some countries require a separate national nomination process or additional documents.
  5. Create or use your account in the official Stipendium Hungaricum online application system.
  6. Upload all required documents before the official deadline.
  7. After Sending Partner nomination, shortlisted applications proceed to Hungarian university evaluation and possible entrance examinations.
No application fee: Stipendium Hungaricum confirms that online registration and participation in admission examinations are free of charge. Applicants should not pay unauthorized agencies claiming to submit the scholarship on their behalf.

Expected 2027–2028 Timeline: What Is Confirmed?

No official 2027–2028 dates are available yet. For planning purposes only, the previous cycle followed this pattern:

  • 28 October 2025: the 2026–2027 Call for Applications was announced.
  • 17 November 2025: the online application system was announced as open.
  • 15 January 2026, 14:00 CET: main application deadline.
  • February 2026: Sending Partner nomination stage.
  • Spring 2026: institutional evaluation and university admission processes.
