About the Romania Government Scholarship

The scholarship is offered annually by the Romanian state through the Ministry of Foreign Affairs and the Ministry of Education and Research. It supports foreign citizens from non-EU countries who want to study at accredited Romanian higher-education institutions.

The programme is available across most fields of study, but Medicine, Dental Medicine and Pharmacy are excluded from this scholarship scheme.

What Does the Scholarship Cover?

• Tuition fees for the Romanian-language preparatory year, where required.
• Tuition fees for the approved Bachelor’s, Master’s or PhD programme for the normal duration of the study cycle.
• Monthly scholarship payments during the preparatory year and the degree programme, subject to the rules in force.
• Student-dormitory accommodation expenses within the subsidy allocated by the Romanian Ministry of Education and Research and subject to available places.
• Exemption from certain registration and academic-processing fees, including application-processing fees, Romanian-language testing fees, doctoral admission contest fees and specific aptitude-test fees where applicable.

Study Levels Covered

Bachelor’s Degree

For graduates of upper-secondary education who hold a baccalaureate or equivalent qualification. Romanian Bachelor’s programmes under the scholarship normally last 3–6 years, depending on the specialization.

Master’s Degree

For applicants who already hold an eligible undergraduate degree. Master’s programmes normally last 1 year, 1.5 years or 2 years.

PhD

For graduate applicants seeking doctoral study. The current official rules describe the doctoral cycle as 4 years. Before submitting a PhD scholarship application, the candidate must obtain the written agreement of a doctoral tutor who is a member of the chosen doctoral school and must also pass the required admission interview.

Who Can Apply?

• Citizens of non-EU countries, subject to the exclusions in the official programme rules.
• Applicants must submit a complete file and meet the deadline of the relevant annual call.
• Study documents must come from accredited or recognized education institutions.
• The latest official rules require at least an average equivalent to 7/10 (“Good”) in the last completed level of study.
• No general age limit is listed in the current official FAQ.
• Applicants cannot receive this Romanian state scholarship for the same study cycle if they are already beneficiaries of another Romanian state scholarship for that cycle.

Special exclusions also apply to Romanian-origin applicants or members of Romanian historical communities, certain protected/stateless categories, members of diplomatic missions and certain international-organization staff or family members. These groups may have access to separate schemes.

Language of Study

• Bachelor’s and Master’s: scholarship programmes are taught in Romanian.
• Applicants who do not already know Romanian normally receive a one-year Romanian-language preparatory programme before starting the degree.
• PhD: doctoral scholarship holders may study in Romanian or in another language permitted by the doctoral school.

Applicants can be exempt from the Romanian preparatory year if they meet one of the official language-evidence routes, such as recognized prior Romanian-medium study, passing the designated language test or holding an accepted Romanian-language certificate at the required level.

Core Application Documents

• Copies of completed diplomas and authorized translations where required.
• Copies of academic transcripts and authorized translations.
• Birth certificate or equivalent document, plus authorized translation where required.
• Copy of the first three pages of a valid passport.
• Curriculum vitae in English, French or Romanian.
• For PhD applicants: a letter of intent, list of scientific works/publications, detailed research-project description and the written agreement of the proposed doctoral tutor.
• Additional documents for special situations, such as proof of name change, expected/temporary graduation certificates, Romanian-language evidence or parental consent for applicants under 18 where applicable.

The current rules state that study documents must be apostilled under the Hague Convention or otherwise authenticated by the competent authorities, depending on the applicant’s country and document type.

How to Apply When the 2027–2028 Call Opens

1. Create an account on the official Study in Romania MFA scholarship platform.
2. Read the new 2027–2028 programme information before relying on any older guide.
3. Select the appropriate Bachelor’s, Master’s or PhD study cycle and eligible field.
4. Prepare the required diplomas, transcripts, passport, birth certificate, CV and translations/authentication.
5. PhD applicants should secure the required doctoral-tutor agreement before submission.
6. Upload the complete file through the official online platform during the published application window.
7. Submit only through the official Study in Romania system. Applications sent directly to ministries, diplomatic missions or staff email addresses are not accepted under the current rules.

What to Prepare Now for 2027–2028

• Make sure your passport will remain valid for the application and enrolment process.
• Collect official diplomas and transcripts early.
• Check whether your documents need apostille or another authentication route.
• If applying for Bachelor’s or Master’s, be prepared for Romanian-medium study and a possible preparatory language year.
• If applying for PhD, start identifying Romanian doctoral schools and potential supervisors well before the next call.
• Do not pay third parties claiming to guarantee selection; the official scholarship application is submitted through the Romanian Government platform.
