What does Penn financial aid cover?
Penn does not award undergraduate aid on merit. Its awards are based entirely on financial need. For an international student admitted as an aid recipient, Penn states that the package covers 100% of demonstrated need. The exact award is individualized from the financial information submitted by the student and family, so there is no universal cash amount.
